London Luton Airport Expansion Clears Final Legal Challenge

Plans to expand London Luton Airport can now move forward after the final legal challenge against the project came to an end.


The Supreme Court has refused an application linked to the campaign against the expansion, bringing the latest legal proceedings to a close. The project had already received development consent from the government in April 2025.


The plans will increase the airport’s permitted capacity from 18 million to 32 million passengers a year, with the airport expected to reach that level by around 2043.


The expansion includes a new passenger terminal, an extension and refurbishment of the existing terminal, additional aircraft stands and taxiways, and improvements to road and public transport access. The existing runway will remain in use, rather than a second runway being built.



Plans also include extending the Luton DART to serve the new terminal and creating a new access road from the A1081.


Supporters say the development could create thousands of jobs and add more than £1 billion in economic activity across Luton and the surrounding area.


However, campaigners have continued to raise concerns about aircraft noise, emissions, night flights and the wider environmental impact of allowing the airport to grow.


With the remaining legal route now closed, Luton Rising can continue with the next stages of the project, although construction and delivery will take place over several years.
